which makes me wonder if this would actually workout in the Portuguese case, or if we could reproduce it on a larger level and maybe try to educate other generations of citizens thru a massive self-learning network and always on system?

I dare to say that it would! It worked 20 years ago in Portugal with a nation-wide project called Tele-escolas (tele-schools, in english).

I attended one of those schools during my Preparatory school years (ages 10 - 12). Back then we used TV sets, loudspeaker telephones and audio tapes. School classes were broadcasted on a public TV channel and remotely located schools simply tuned in. From time to time we had a tele-conference with the teachers that were talking on the TV.

Nowadays technology evolved, of course. You'll have PCs and Internet connection instead of TV sets and telephones, so much more can be done, I guess.
